I am new to mountain bike cleats. What exactly are they?

I'm about to buy a pair of mountain bike (Specialized women) and want to know exactly what tabs are. Are the pedal, or are they part of the shoe? When I buy my shoes, they have holes in metal in them, or do I install them, etc. etc. Sorry - sounds like a silly question but I drive on the pedals and normal now its time I got my diploma!
