My Shimano Tiagra STI 9 speed road bike in working collapsed, help please ...?

This could be one or more of several errors. 1) The lever is stuck. 2) The cable can be or rusty, or have a pinch. 3) The derailleur may be stuck. 4) The adjustment may be loose, and slid.
