In what order should I buy. Shoes, pedals, cleats.?

I just bought a road bike. The pedals that accompanies it, as is often the case, are almost useless. I do not have Clipless Pedals, cleats or shoes. I'm looking pedals and cliplesss shoes that I can also walk (mostly because if I break I do not have irreparable someone who can take me to hurry). What order Should I buy the person above and got recommendations on products i should consider? My budget for shoes, cleats and pedals are £ 70 - £ 90.
