What is the best and most cost-effective upgrade to a brand new entry-level road bike?

I'm thinking either Clipless Pedals or new brakes, but I'm a newbie. Enlighten me!

a new wheel set (or back up pair) would be your single best expenditure for this bike right now. What happens when you blow a tire and for some reason your wheel hits a rock or other object and bends or cracks? Have a new wheel at home to replace it? You can benefit from a overall lower weight depending on the wheels you buy too but to just have a set is insurance that you do not get with pedals or brakes. Yes I would get the pedals sooner than the brakes but the wheel set is first and foremost and while you're at it consider a kevlar beaded tire for that extra wheel set too. The point behind ridding a bike is to RIDE IT not walk! Personally I would start saving $ for a better bike eventually anyway!
